Per reftel requests, Embassy presented points to Foreign Affairs
Ministry's North America Desk on assistance to Haiti and Haiti
air traffic, including guidance on how to work with the UN
Office for the Coordination of Humanitarian Affairs and its
Financial Tracking System. Per our conversations with the MFA
and the Ministry for Emergency Situations, at this point neither
Ministry has been provided guidance regarding GOB assistance to
Haiti. In a public statement carried January 19 by BelPAN wire
service, the Minister for Emergency Situations, Enver Baryyew,
is quoted as saying that in their consultations with the MFA the
latter told them "[t]hey don't see any particular need to send
humanitarian shipments or specialists to Haiti." He did add that
his Ministry would send a humanitarian convoy if the leadership
of the country issued the appropriate order. Post will continue
to engage with MFA on this subject.
