Review Conference and the Nuclear Security Summit

1. (SBU) Poloff discussed January 28 the U.S. approach to
the 2010 Nuclear Non-Proliferation

Treaty Review Conference (Ref. A and B) and the upcoming Nuclear
Security Summit (Ref. C)

with Julian Juarez Cadenas, Deputy Director General for UN-Related
Security and Legal Issues

at the Foreign Relations Secretariat (SRE). Juarez expressed
appreciation for information

about the USG's commitment to strengthen the NPT and its record of
cooperation on the

peaceful use of nuclear energy. He emphasized that the GOM hopes
states will address the

three pillars of NPT - nonproliferation, disarmament, and peaceful
uses of nuclear energy -

equally at the 2010 NPT Review Conference (Revcon) in May 2010 in
New York. In particular,

he said that the GOM hopes that the U.S. and Russia make strong
commitments on

disarmament to demonstrate good faith efforts to the rest of the
NPT members. He added

that the GOM believes this is an important moment for strengthening
nonproliferation and

disarmament and expressed the hope that this Revcon would be much
more productive than

the previous one five years ago.




2. (SBU) Juarez said that he looked forward to Mexico's
participation in the Nuclear Security

Summit April 12-13 in Washington, D.C. in which he emphasized a
connection between nuclear

security and the NPT. He appreciated the invitation by the USG and
representatives from the

Dutch Embassy to the Third Sherpa meeting February 9-11 in The
Hague in preparation for the

Summit (Ref. D).




3. (SBU) Juarez indicated that the GOM would be joining the
Global Initiative to Combat Nuclear

Terrorism (GICNT). He said that SRE is finalizing diplomatic notes
for the U.S. and Russian

Embassies to this effect. He also indicated that Mexico is joining
the Nuclear Suppliers Group.

He told Poloff that the GOM hopes that it will be an official
member of both of these

organizations by the time President Calderon participates in the
Nuclear Security Summit in

April.

4. (SBU) Mexico would like the following GOM officials to
accompany President Calderon at the

Nuclear Security Summit:



--Patricia Espinosa, Foreign Minister

--Amb. Claude Heller Rouassant, Permanent Representative to the
United Nations (and

Sherpa)

--Amb. Arturo Sarukhan, Mexican Ambassador to the U.S.

--Lic. Guillermo Valdes Castellanos, Director General of CISEN
(Mexico's Intelligence Service)



Please advise if Mexico needs to trim its delegation back to three
as originally requested or if it

can attend the Summit with a delegation of five members including
President Calderon.
