SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST FOR U.S. - SPONSORED TRAINING: MILGP, ENGLISH LANGUAGE COURSE AND RANGER
1. We request the Department's assistance in screening the
following individuals who have been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign Assistance Act.
2. The following individuals will attend the English Language
Course and Ranger in Lackland AFB in Texas, from March 1, 2010
through January 15, 2011. The names are listed with the surname
first, followed by rank and DOB:
Unit: Nicaraguan Army
Salgado Mercado, Franklin; Lt; 27 Jul 1982
Danglas Vargas; Enrique Salomon; Lt; 03 Aug 1981
3. As the U.S. Embassy Managua Leahy vetting coordinating office,
we certify that Post has completed its own local vetting and found
no credible evidence of gross violations of human rights.
4. In order to prepare for the participants' travel, we appreciate
the Department's response by February 25th, 2010.
