1. (U) This cable responds to refs A and B action request
for a pre-license end-user check on license 050204694.


2. (C) On January 7, PolOff met Darrel Cox, general manager
for African Horizons Sporting Guns and Ammunition. Based on
a site inspection of the Livingstone-based facility and Mr.
Cox's response to the following questions, Post concurs with
the approval request of license 050204694 for the export of
firearms to Zambia.


3. (C) Mr. Cox responded to PolOff's questions as follows:

-- When was your company established and who are its
principals?

African Horizons started in 1997 as an outbackers lounge that
offered various tours to visitors to Livingstone. In July
2007 it opened a sporting guns and ammunition shop offering
tourists a chance to shoot weapons that they normally cannot
access. The shop also sells guns to Zambians who have the
appropriate documentation and permits issued by the Zambian
government.

-- What products and services does your company provide? Who
are your regular customers and where do they reside?

African Horizons sells various weapons and ammunition to
Zambian citizens who have a license from to purchase them in
Zambia.

-- What are your annual sales of U.S.-origin firearms?

Mr. Cox could not provides sales figures as this would be
only the second shipment of U.S.-origin firearms purchased by
African Horizons.

-- Do you sell firearms to customers that reside outside
Zambia? If so, who are these customers and where do they
reside?

African Horizons does not sell firearms to customers outside
of Zambia.

-- Are you familiar with the regulations governing
U.S.-origin defense articles, including restrictions on
unauthorized re-transfer or re-export?

Yes. Mr. Cox stated that he understands the regulations, and
that he must have a Zambian end-user certificate before
purchasing weapons and ammunition.

-- Is African Horizons properly authorized to import and sell
defense articles in Zambia?

Yes. Its Zambian firearms dealers license number is 2129.

-- Do you have any information on African Horizons that would
call in to question their reliability as a recipient of U.S.
defense articles?

No.

-- Are there any limitations on the type and quantity of
firearms an individual or company is able to import into
Zambia? For how long is a general firearms import permit
valid in Zambia?

Yes. The Zambian government does not permit African Horizons
to sell AK-47s and 7.62mm caliber or British 303 shells.
