1. (C/NF) Embassy London's Iran Watcher (poloff) shared
reftel points with Muna Shamsuddin of the Foreign and
Commonwealth's Iran Coordination Group. Shamsuddin informed
poloff that HMG had decided to pursue a similar lobbying
effort, after having failed to secure agreement in a timely
fashion for a wider EU effort. She noted that the Iranian
government appears to have already begun targeting states it
believes will be friendly to Iranian interests. As a result,
HMG felt it could not wait any longer to begin delivering the
message that stepping up pressure in the form of sanctions
was necessary in order to focus the minds of Iranian leaders
and bring them back to the negotiating table. A draft
version of the talking points HMG will be deploying will be
sent by e-mail to NEA/IR and Elisa Catalano.
