FOLLOW-UP DEMARCHE TEXT REF: SECSTATE 6936 Classified By: Political Counselor Robin Quinville for reasons 1.4 (b) and (d). 1. (C/NF) Poloff delivered reftel demarche to Nick Low, Head of Nuclear Issues Section at the Foreign and Commonwealth Office (FCO),and Delphine Hournau, Nuclear Issues Desk Officer at the FCO, on January 25. Low and Hournau said that the UK could accept the revised trilateral demarche text as is and thanked the U.S. for incorporating UK-proposed amendments. Low and Hournau also thanked the U.S. for not pushing the idea of national non-papers. 2. (C/NF) Hournau said that the UK had not yet been able to ascertain when Libyan MFA Under Secretary Obeidi would be back in Tripoli but said that its best guess was Wednesday, January 27. Hournau promised to keep Poloff informed should the UK learn more about Obeidi's plans. 3. (C/NF) Low and Hournau reiterated the UK position that Libya's amendment proposals should be circulated as soon as it becomes clear that Libya will not withdraw them. They said that there should be as much time as possible between circulation of the amendment proposals and the NPT Review Conference (RevCon),so that the amendment proposals do not take focus from the goals of the RevCon. They said that the UK would favor circulating the amendments with only a very short, factual cover sheet that gave no further information about the amendments. 4. (SBU/NF) Low and Hournau reiterated the UK's appreciation for the USG's leadership, diligence, and extremely quick work on this issue. 5. (U) Minimize considered.
