1.(SBU) Post delivered reftel letter from the President to Prime
Minister Dung under the cover of a diplomatic note and a letter
from the Ambassador on February 10. The Charge delivered a copy
of the letter to Foreign Ministry Director General for
International Organizations Le Hoai Trung during their meeting
February 12. Trung, who will accompany the Prime Minister to the
Summit meeting, said Vietnam and the U.S. have cooperated well
during the Sherpa meetings and Vietnam agrees with "almost all of
the U.S. positions" in the communique and accompanying work plan.




2. (SBU) The Charge asked Trung about PM Dung's goals for the
Summit. Trung said PM Dung hopes the leaders will discuss safe,
secure ways to promote the peaceful use of civilian nuclear
technology, in addition to the broader nonproliferation agenda.
The Charge welcomed Trung's comments and encouraged the GVN to
conclude the broad nuclear cooperation MOU so the U.S. and Vietnam
can announce the initiation of negotiations toward a Section 123
Agreement during PM Dung's visit to Washington. Trung offered to
work with relevant GVN agencies toward this goal but has been
insistent that the (largely ineffective) MOST take the lead because
of its technical expertise.
