3. (S) During the Expanded Ad Hoc Group meeting held at the
Russian Mission on February 11 the sides briefly discussed the
definitions for deployed, non-deployed and test heavy bombers and
modifications to treaty Articles III and IV. The sides quickly
agreed on the three definitions and text modifications to the
Articles. End summary.

DEFINITIONS OF DEPLOYED, NON-DEPLOYED

AND TEST HEAVY BOMBERS

5. (S) Warner said he wanted to confirm the definitions for
deployed, non-deployed and test heavy bombers, as well as propose
some treaty text which would need to be amended in order to
coincide with the new definitions and capture the counting rule for
the limit of 800 deployed and non-deployed launcher and heavy
bombers. Warner read the three definitions, and the Russian
delegation concurred with each, as they had been developed by the
Definitions Working Group.

Deployed Heavy Bomber


The term "deployed heavy bomber" means a heavy bomber equipped for
nuclear armaments, other than a test heavy bomber or a heavy bomber
located at a repair facility or at a production facility.

Non-deployed heavy bomber

The term "non-deployed heavy bomber" means a test heavy bomber or a

heavy bomber equipped for nuclear armaments located at a repair
facility or at a production facility.



Test Heavy Bomber



The term "test heavy bomber" means a heavy bomber equipped for
nuclear armaments designated exclusively for testing and based at a
flight test center for heavy bombers.

MODIFICATIONS TO ARTICLES III AND IV

--------------




6. (S) Ambassador Ries gave the Russian delegation the proposed
treaty text for Article III, paragraph 2(bis) and Article IV,
paragraph 8. This text contained amended counting rules under the
800 deployed and non-deployed strategic delivery vehicle limit.
The text also contained a revised locational restriction on
non-deployed heavy bombers. Ries explained the U.S.-proposed
locational restriction was a hybrid between an earlier U.S.
proposal and Russian text passed to A/S Gottemoeller by Ambassador
Antonov. After conferring among themselves, the Russian delegation
concurred with both proposals and requested that both proposals and
the revised definitions be sent to the Conforming Group.

3. For purposes of counting toward the aggregate limit provided
for in subparagraph 1(c) of Article II of this Treaty:



(a) Each deployed launcher of ICBMs shall be counted as one.


(b) Each non-deployed launcher of ICBMs shall be counted as
one.



(c) Each deployed launcher of SLBMs shall be counted as one.



(d) Each non-deployed launcher of SLBMs shall be counted as
one.



(e) Each deployed heavy bomber shall be counted as one.



(f) Each non-deployed heavy bomber shall be counted as one.

8. Each Party shall base test heavy bombers only at heavy bomber
flight test centers. Non-deployed heavy bombers other than test
heavy bombers shall be located only at repair facilities or
production facilities for heavy bombers.

7. (S) Warner indicated that these were the only topics the United
States intended to discuss, and asked Ilin whether he had any other
topics which could be discussed at present. Ilin inquired about
the status of the U.S. Agreed Statement on Vandenberg Air Force
Base. Mr. Elliott said that while there was no proposal today, he
hoped to have Washington's response prior to the Russian departure
from Geneva this weekend.
