SUMMIT FROM NPT REVCON

1. (SBU) Poloff delivered reftel demarche to Judith Gough,
Head of Security Policy Group at the Foreign and Commonwealth
Office (FCO),and Rhydian Phillips, Deputy Head of CBRN
Security at the FCO, on January 21. In a follow-up meeting
on January 29, Phillips said that the UK shared the U.S.
concern that some would confuse the respective goals of the
Nuclear Security Summit and the Nuclear Non-proliferation
Treaty Review Conference (NPT RevCon). Phillips thanked the
U.S. for providing the talking points and said that the UK
was distributing them to key missions so that UK
representatives could discuss the differences between the NSS
and the NPT RevCon with host governments.
2. (SBU) Phillips said that the UK was engaging with a
"majority" of countries involved in the NSS to emphasize the
importance of the Summit and to distinguish the Summit from
the NPT RevCon. Phillips said that the UK would continue to
work with the U.S. on the NSS Communique and Work Plan in
upcoming sherpa meetings.
