1. (U) Post delivered reftel points via diplomatic note to the
governments of Antigua and Barbuda, Barbados, Dominica, St. Kitts
and Nevis, St. Lucia, and St. Vincent and the Grenadines on
December 21, 2009. Talking points were also relayed verbally to
Prime Ministers Denzil Douglas and Baldwin Spencer, of St. Kitts
and Antigua, respectively, as well as Grenadian Policy Advisor
Aaron Moses during the December 29, 2009 signing of the
Organization of Eastern Caribbean States Economic Union Treaty in
St. Kitts. In addition, Post posted the fact sheet to its public
website.
2. (U) Any reaction from the governments to which the points were
delivered will be reported separately.
