1. The Embassy received official notification from the GOC on
January 29, 2010, that the extradition of Colombian national LUIS
EDUARDO MANJARRES-PUMAREJO has been approved on the count in para.
2 pursuant to Resolution No. 349, dated December 11, 2009. The
individual did not enter an appeal.
2. According to reftels A and B, LUIS EDUARDO MANJARRES-PUMAREJO
is the subject of superseding indictment No.
07??????223??????Collyer, filed
on April 22, 2008, in the United States District Court for the
District of Columbia, charging him with:
-- Count One: Conspiracy to manufacture and distribute with
intent to import into the United States five kilograms or more of a
controlled substance (cocaine),and one kilogram or more of a
controlled substance (heroin),and aiding and abetting that
offense, contrary to 21 U.S.C. 959, in violation of 21 U.S.C. 960
and 963, and 18 U.S.C. 2.
3. Assurances were officially requested by the GOC. Accordingly,
Post will provide the assurances previously received per reftel C.
4. Please note that JOSE JERSSON HUERTAS-RAMIREZ??????date of birth
is
September 22, 1956.
5. Copies of the aforementioned GOC resolution will be scanned to
STATE/L/LEI and DOJ/OIA. Please note that the official GOC
resolutions are the only valid and true documents to serve as the
basis for trying individuals extradited from Colombia to the United
States.
