1. (SBU) DepEconCouns delivered reftel points on December 17 to Mr.
Thomas Matsoukas, Hellenic Aid (HA),Director of Emergency,
Humanitarian, and Food Aid Programs. Also on December 17, PolOff
shared reftel points with Mr. Christos Maniakis-Grivas, Deputy
Director of the Ministry of Foreign Affairs' A10 Directorate for
Asia (which covers Pakistan). On January 5, DepEconCouns received
a faxed letter (dated December 21) from Matsoukas at HA, indicating
the following:



-- Greece has provided EUR 13,578,000 via the World Food Program
(WFP) to 38 countries during the period of 2007-2009 (2007: EUR
5,670,000; 2008: EUR 4,108,000; 2009: EUR 3,800,000).



-- Of the amount provided in 2009, EUR 400,000 was donated to the
WFP for the food needs of displaced Pakistani citizens in the
Federally Administered Tribal Areas, while an additional EUR
100,000 was channeled to the Pakistani government for the food
needs of displaced Pakistanis in the Swat Valley (for a total of
EUR 500,000 in Greek assistance for Pakistan in 2009).



-- While Greece remains committed to the WFP's goals, particularly
in Pakistan, it was not in a position to provide further
contributions in 2009. In addition, since the final Greek budget
(that which is to be submitted to the EU as part of the Stability
and Growth Program in January) is still under discussion, Greece is
not able at this time to make commitments to the WFP for 2010.



-- Despite its difficult financial situation, the GoG intends to
respond to the best of its ability to the WFP request for
additional funds to address urgent food needs in Pakistan.




2. (SBU) Post will continue to engage with HA and the MFA, urging
the GoG to pledge more via the WFP for Pakistan once the final GoG
budget is approved as part of the Stability and Growth Plan.
