1. (SBU) EconOff delivered reftel demarche to George Patsiavos,
Director of the International Affairs Division in the Ministry of
Infrastructure, Transportation, and Networks on February 3.
Patsiavos took the points on board, but noted that Greece is not
involved in the February 15-17 negotiations in Madrid. They will
attend the March 11 meeting of the Council of Ministers. Patsiavos
acknowledged the differences at play in the negotiations, and
underscored that air traffic rights are a more critical element of
the negotiations than noise-related operational restrictions. He
suggested that if the United States is able to gain market access
through a change in European air traffic rights, European airlines
have a greater commercial stake in a change to U.S. law on
ownership and control of U.S. carriers. Patsiavos promised to
follow-up with EconOff after the March 11 Ministerial.
