SUBJECT: Nomination for Relationship Fraud Conference

Post is pleased to submit the following nomination for the
Relationship Fraud Conference, to be held at NVC March 8-12, 2010.
Responses below are keyed to reftel.

a. COLYVAS, Angela

b. 04-Mar-1960

c. xxx-xx-9166

d. FS-02, Consular

e. Visa Chief, US Embassy Athens; FPM/IV Unit Chief, US Embassy
Lima; Consular Officer, CA/VO/L/C; Vice Consul, US Interests
Section, Havana.

f. Fraud Prevention for Consular Managers (2004); Advanced
Consular Course (2004); Advanced Namechecking (2003); various
distance learning courses.

g. Angela is the Visa Chief, overseeing NIV, IV and FPU. She
currently is the only officer handling post's IV caseload, the bulk
of which pertains to Third Country Nationals (TCNs).

h. Angela has been at Embassy Athens since 2007 and will begin her
onward assignment as Deputy Coordinator for Consular Training at
FSI in August 2010.

i. Angela's participation in the conference will not only assist
us here in Athens but will have a multiplier effect for the
Department in light of her onward assignment. She will certainly
be able to incorporate the knowledge gained at the conference to
the resources available as part of ConGen. Since her arrival at
post, she has been handling the IV workload personally. Although
the volume of cases is small, most applicants are Third Country
Nationals and have some element of fraud. She has had to handle
numerous sham and possible sham K1 and CR1s for Nigerian, Ethiopian
and Iraqi applicants, among others. As the IV Chief and FPM in
Lima, Angela and her team used all resources at their disposal,
including piloting new technologies and investigative tools, to
combat the pervasiveness of fraud there. Please note that Angela
would be happy to draw on her extensive visa experience to serve as
a presenter during the conference.

j. Flights arrive daily in Boston at approximately 1835 and
departure is approximately 12 noon. NOTE: Angela is planning to
take annual leave at her own expense the week prior to the
conference.
