1. (C) On February 1, 2010, Poloff delivered the demarche on
mobilizing pressure to persuade Iran's engagement on its
nuclear program to Mrs. Gloria Poku, Deputy Director of the
Americas Bureau at the Ministry of Foreign Affairs (MFA).
Poloff emphasized the need to increase pressure on Iran and
that USG intent is not to escalate into conflict but to press
for a diplomatic resolution. Poloff then asked GOG to help
ensure that all existing enforcement measures are implemented
as comprehensively as possible. Mrs. Poku took notes during
the meeting and promised to pass the information to the
Foreign Minister but made no further comment.


2. (C) Comment: Reftel instructed post to deliver the
demarche without leaving points behind as a non-paper. Post
notes that in our experience, GOG MFA officials are
generalists and not well versed in the details of Iran's
nuclear politics. Our sense is that our inability to provide
written points on this particular issue may limit the
effectiveness of the demarche. End Comment.
