1. Ref email requested that post conduct five separate
Post-Shipment verifications for numerous portable digital ADP items
(Laptop computers) exported as No License Required by Laptop Plaza,
Los Angeles, CA.




2. On December 27, 2009 Export Control Officer (ECO) met with a Mr.
Pavan of Achiever Computers at their Jebel Ali Freezone
office/warehouse. Pavan stated that 99 percent of their business
was internal transfer to other companies within the Jebel Ali
Freezone. (Note: Internal transfer within a Freezone suggests a
higher likelihood of re-export and transshipment.) During ECOs
visit Pavan made numerous calls in what was an obvious effort to
obtain guidance on how to handle ECOs request. After the calls,
Pavan claimed they did no direct business with Iran but seemed
reluctant to provide any documents or further information regarding
any of these transactions during the visit.




3. Pavan agreed to fax, courier or email any relevant documentation
for these transaction which would indicate the end user and
destinations for these items. After repeated telephonic calls to
remind him over the past two weeks Pavan has still not provided any
details.




4. The circumstances outlined above suggest that Achiever Computers
LTD is an unreliable recipient of US origin goods for these
transactions.
