1. Ref email requested that post conduct a post-shipment
verification for a Quantum Explosive Sniffer Model QS-H150 exported
under license D424027 by Implant Sciences Corporation, Wilmington,
MA. This item is classified under ECCN: 2A983.
2. On February 7, 2010, Export Control Officer and BIS Commercial
Assistant met with Mr. Abdel Hadi-Mokadem, Managing Director, Al
Hamra Trading. Al Hamra specializes in providing the UAE government
with a variety of defense and security related items. Hadi-Mokadem
stated that this mobile explosive sniffer is one of several that
have been ordered for integration into UAE Military Explosive
Ordinance Disposal (EOD) vehicles that are currently used in
sensitive sites in and around Abu Dhabi. He readily provided all
relevant documentation for this transaction indicating this item
had been delivered to the UAE Special Operations Command.
3. Post considers Al Hamra Trading Establishment to be a reliable
recipient of US origin items.
