1. Ref email requested that post conduct five separate
post-shipment verifications for numerous and various aircraft
related parts and equipment. The U.S. exporters for these shipments
are Rockwell Collins, Cedar Rapids, IA; Boeing Company, Seattle,
WA; BAE Systems, Irving, TX; and Honeywell International, Phoenix,
AZ. The items were exported as NLR but classified under ECCN:
7A994.




2. On January 10, 2010, Export Control Officer met with Mr.
Farooque Ahmed, Manager Engineering Stores and Logistics, Emirates
Airlines. Ahmed advised that Fly Dubai and Dubai Aviation
Corporation are part of the larger Emirates Group. Fly Dubai is the
group?s new budget airline enterprise. Emirates Airlines manages
all logistical and maintenance requirements for Fly Dubai; AKA:
Dubai Aviation Corporation. Emirates Airlines has been the subject
of several favorable EXTRANCHECKs in the past with the most recent
in 2007 (see Ref B). Ahmed provided ECO a full tour of the Emirates
maintenance and logistics facility. He also provided relevant
documentation for these transactions indicating these items were
destined for Fly Dubai aircraft.




3. Post considers Fly Dubai; Dubai Aviation Corporation to be a
reliable recipient of US origin items for these transactions.
