REHN PROPOSAL "AS IS"

Despite being on a recess during the campaign period prior to
local elections on May 17, the Croatian parliament (Sabor)
convened in Zagreb on May 8 for an extraordinary session to
debate and vote on the GoC's decision to support European
Commissioner Olli Rehn's proposed arbitration deal for the
Croatia-Slovenia border dispute. After approximately ninety
minutes of speeches that closely mirrored those made by
government officials earlier this week (Reftels),the Sabor
voted 118 to zero to approve the proposal "as is." Many
speakers noted that they had concerns about some specific
aspects of the proposal, but all agreed that it was on
balance an acceptable proposal. Several speakers also noted
that implicit in the Sabor's decision is that it would expect
to be consulted again if there would be any changes to the
current text.
