1. (C) Poland is likely to participate in the Global
Initiative's November COBALT exercise and the January 2010
Exercise Planning Group meeting, according to the Polish MFA.
Poloff and a Russian Embassy official delivered reftel
demarche to Szymon Bochenski of the MFA's security policy
department, who responded that Poland is likely to take part
in the exercise and planning meeting. Bochenski indicated
that representives from the Ministries of Interior and
Economy have already signalled their interest in
participating in the COBALT exercise, but they have yet to
secure funding for their travel.
2. (C) Regarding the request for Poland to welcome the UN
Office on Drug and Crime (UNODC),Bochenski told us that he
thought it would be more beneficial to have the co-chairs
formally welcome the UNODC on behalf of the entire
partnership. He added that Poland would be pleased to sign
on to such a statement.
