KOSOVO INDEPENDENCE DECLARATION

Polchief discussed reftel points September 2 with Thomas
Schnoell, MFA Unit Chief for Southeast Europe. Schnoell
replied that the MFA had not determined whether to present an
oral statement before the ICJ in the Kosovo advisory opinion
case. When Polchief followed up on September 10, Schnoell
said there was a deadlock in the MFA between diplomats in the
Southeast Europe department, who favor an oral statement, and
officials from the legal department, who oppose. He said he
would inform the Embassy once a decision is made.
