1. (U) SUMMARY: The UN General Committee (GC) met September
16 to inscribe items on the agenda of the 64th UNGA, which
opened September 15, and to allocate them to the Main
Committees or Plenary. The meeting went smoothly. Taiwan
was not an issue this year, and there were no other major
issues. The UNGA plenary will meet September 18 to consider
the General Committee Report.


2. (U) Item 19 regarding the Question of the Comorian island
of Mayotte was inscribed with the agreement of France and the
Union of the Comoros. At the request of Cameroon and with
the concurrence of the UK, the General Committee deferred
Item 41 regarding the Question of the Malagasy islands of
Glorieuses, Juan de Nova, Europa and Bassas de India to the
provisional agenda of the 65th UNGA. The General Committee
inscribed all new items on the agenda including Item 163
regarding Observer status for the international Olympic
Committee in the General Assembly, for which Italy took the
floor in support.


3. (U) Human Rights Council: The General Committee decided
to recommend that the Report of the Human Rights Council
would be considered both in Plenary and in the Third
Committee pursuant to the decision of the 63rd UNGA. Uruguay
expressed its disappointment with the allocation to the Third
Committee and emphasized that the text should
reference that this allocation is not a precedent. The UK
spoke in favor of Uruguay's position, indicating a strong
preference that the Report be considered in Plenary. The UK
stated that it supports the 63rd UNGA compromise but that the
arrangement should not be established for future years.
