1. (C) On March 30 PolCouns met with Tamrat Samuel, head of
the UN's Asia and Pacific Division, and made reftel points
about the Burmese government imposing restrictions on the
authorities of the Tripartite Core Group (TCG). Samuel was
grateful for our update of the situation and appreciative of
the information about our plans to ask the ASEAN and other
countries to weigh in with the Burmese government. He noted
that at the ASEAN-UN meeting on April 12, one of the central
points will be a discussion of how to strengthen the TCG and
build on its successful past coordination. Samuel said he
would make sure that the Secretary General is briefed on the
situation and has points on the TCG crackdown preparatory
material for the meeting.
2. (C) Samuel also touched briefly on the Secretary General's
good offices mission. He acknowledged that its lack of
progress with the Burmese government could be seen as
destroying its credibility, but argued that on the other
hand, it is good and necessary to have some kind of mechanism
in place that would be able to quickly take advantage of an
opportunity when and if it presents itself.
