1. Despite a letter from PermRep Amb. Tommo Monthe
received November 13, 2008, assuring USUN that budgetary
allocations had been approved from capital, the Permanent
Mission has not made any payments since June 2008 to landlord
Leonardo Lopane for the rental of his Larchmont, NY home to
CMUN's Amb. Tidjani (see Reftel). Per a December 30 note
from Mr. Lopane, overdue monthly rent and fees have grown to
$39,795.00, causing great strain as his taxes and mortgage
payments are due.
2. Conversations between the CMUN and USUN/HC debt
officer have revealed that PermRep Tommo Monthe and CMUN's
budget officer Ngange Kinge Ewumbe-Monono are currently in
Yaounde to resolve these budgetary issues. USUN/HC Counselor
also had occasion to speak to CMUN's budget officer on a visa
matter and confirmed that they are still in capital
attempting to clear funds for the CMUN's operation.
3. Department may wish to instruct AMEMBASSY Yaounde to
demarche the Foreign Ministry on this matter so as to
increase pressure on the GOC to quickly release funds for
full
payment to landlord Leonardo Lopane.
