1. (SBU) The November 3 Joint Consultative Group (JCG)
plenary was brief even by recent JCG standards. The Spanish
Chair (Sabadell) observed the draft decision on the duration
of the present session had been circulated (JCG.DD/2/09). It
would be approved at the next JCG unless any delegation
wished to raise a concern over the proposed dates between now
and November 10. Sabadell reminded delegations that he was
working with the incoming French chair on the draft
Chairman's letter and contribution to the OSCE Ministerial
declaration, welcoming comments on both texts.


2. (SBU) There was heavy discussion at the NATO-T on the
Russian proposal for a review of Vienna Document 1999. U.S.
Del (Neighbour) re-iterated the U.S. position, per reftel.
Turkey, Spain, Greece, Germany, Italy, Portugal, and France
reaffirmed they were "open-minded" to Russia's idea. They
were mixed, however, on whether a separate decision (either
Ministerial or FSC) was necessary. Greece (Sourani) even
went so far to say that a separate decision would send a
political message to Moscow that the OSCE considered Russia's
ideas seriously. Sourani noted it was a small price to pay
because she saw little substance behind the proposal.


3. (SBU) The UK, Romania, Latvia, and the Netherlands
aligned themselves to the U.S. position. The UK (Gare) and
the Netherlands (Kleinjan) warned that NATO first had its own
homework, questioning what was in the Russian proposal for
NATO. So far the bulk of the discussion among Allies has
been focused on what's in it for Russia.


4. (U) The next JCG plenary will be on November 10 under
the chairmanship of Spain. The NATO-T, chaired by Croatia,
will take place on November 9.
