SUBJECT: CFE/JCG: OCTOBER 20: DELEGATIONS CONSIDER
MINISTERIAL DECLARATION
1. (SBU) At the October 20 Joint Consultative Group (JCG)
plenary chaired by Denmark (Petersen),Turkey and Spain
criticized the Russian Federation for refusing their
respective October CFE inspection requests. Ten other
delegations, including the U.S., supported the Turkish and
Spanish statements. Greece, at the request of the U.S.,
specifically mentioned Turkey in its statement of support.
The U.S. (Neighbour) thanked Turkey and Spain for bringing to
the JCG's attention these instances of clear Russian
non-compliance with CFE Treaty obligations. Russia (Ulyanov)
again accused all NATO member states of "flagrant and blatant
violations" of CFE numerical limits, but noted particularly
non-compliance in the flank. Ulyanov excluded Georgia in the
guilty group since "Georgia was not in breach of any
numerical limitations."
2. (SBU) Hungary (Toth) reported it had conducted a joint
trial inspection with Croatia and Slovenia, October 13)16,
undercoring that, since the adapted CFE would replace the
original Treaty's bloc-to-bloc approach with national,
territorial limits, this exercise allowed Hungary to share
its experience directly with Croatia and Slovenia, thus
opening the door to new states interested in joining CFE.
Hungary said it hoped this level of cooperation would
continue, and that it was ready to cooperate with any state
interested in joining CFE in the future.
3. (SBU) At the conclusion of AOB, the Chair (Petersen)
observed that normal practice has been for the JCG to
contribute draft declaration language in advance of the
December ministerial. Denmark said it would prepare a draft
contribution with the help of Spain as incoming JCG Chair for
consideration at the next meeting. Russia (Ulyanov) said it
was happy to review a possible draft JCG contribution to the
ministerial declaration, but the draft would be carefully
studied in Moscow to ensure that it reflected reality, i.e.,
the JCG "is doing nothing to resolve the current problem."

4. (U) The next JCG plenary will be on October 27 under the
chairmanship of Denmark. The NATO-T, chaired by Canada, will
take place immediately preceding the plenary.
