1. (C) The Dayton Article IV Contact Group (CG) countries of
Russia, Italy, Britain, France, Germany, and the U.S. have
confirmed full support for the U.S.-recommended changes (ref
a) to the Contact Group letter to be sent to the OSCE
Personal Representative (PR) for Dayton Article IV. Inter
alia, the letter, which will be delivered to the PR by the
German delegation to the OSCE, contains language that clearly
indicates the CG is responding to the PR's plans and that the
letter will be shared with the Parties.
2. (C) Mission has confirmed that the letter will be
delivered to the PR not later than 31 August. The letter is
a statement of political support for the PR's vision for the
future ownership plan for Dayton Article IV by the Parties
themselves, Bosnia, Croatia, Montenegro, and Serbia (ref b).
This is timed to precede and support the PR's annual report
to the OSCE Permanent Council at its 3 September meeting.
3. (C) The PR, Brigadier General Costanzo Periotto (Italy),
expressed his support and appreciation for U.S. efforts.
