1.(S/REL ISAF) On August 3 the North Atlantic Council
approved a change to the upper command structure of the
NATO-led International Security Assistance Force (ISAF) in
Afghanistan, as had been recommended by NATO Military
Authorities. The changes will create an intermediate
three-star ISAF Joint Command (IJC) Headquarters which will
focus on the more tactical/operational level of the mission,
leaving the four-star Commander of ISAF and his staff to
focus on the strategic/national level of the campaign. The
IJC Commander will report to the Commander of ISAF. This
change had been agreed in principle by Defense Ministers at
their June meeting, pending military and resource advice.
2.(S/REL ISAF) NATO's goal is to have the IJC reach Initial
Operational Capability (IOC) by early October. In order to
achieve this goal, additional work must still be carried out.
The Senior Resource Board, for example, has been tasked to
report back to Council on the resource implications
associated with the ongoing HQ ISAF command and control
study. Allies have also agreed that the NATO International
Staff, in coordination with NATO Military Authorities, should
develop a supporting communications campaign.
