1.(SBU) USEU poloff delivered non-paper (ref) to Council
Secretariat official Rory Domm on July 1. Domm undertook to
circulate the unclassified paper widely within the EU and to
attempt to assist in arranging meetings for Ambassador
Herbst; however, he indicated that a July 7 visit was
unfortunately timed as it falls on the day of a PSC meeting.


2. (C/NF) Because USEU poloff had recently learned of EU
internal difficulties in arranging the proposed visit of
S/CRS Senior Advisor for Warning, Lyston Lea, we extracted
the non-paper's paragraph 4 sought less formally to learn
details of the EU reluctance to confirm dates for the visit.
Domm indicated that the problem stemmed from the reluctance
of the mid-level EU interlocutors. He said one reason they
offered was the EU's inability to share its own Internal
Instability Watch List. Domm suggested that Ambassador
Herbst might need to touch on the issue during his upcoming
meetings with senior EU Council Secretariat officials so that
top-down pressure could be applied within the EU.
