1. (U) Mission shared sanctions decision information with
senior IAEA officials and disseminated the Department's media
note to PA contacts. Ambassador reached Director General
ElBaradei by phone to brief personally on the announcement.
In response to the DG's questions, the Ambassador confirmed
that the individuals and firms came from multiple countries
and that the sanctions were not directed against any one
country.
2. (SBU) ElBaradei characterized the U.S. action as a "good
signal" and "probably overdue."
