1. (C) Summary. Msnoff delivered reftel points to Karen
Steinmaus, Acting Head of the IAEA's Satellite Imagery
Analysis Unit (SIAU),noting that the National
Geospatial-Intelligence Agency (NGA) is willing to assist the
IAEA with its request for worldwide mapping products, subject
to certain parameters. Steinmaus appreciated the response
and NGA's willingness to assist, and provided clarifications
as requested. End Summary.


2. (C) Msnoff delivered reftel points to Karen Steinmaus,
the Acting Head of the IAEA's Satellite Imagery Analysis Unit
(SIAU),noting that the National Geospatial-Intelligence
Agency (NGA) is willing to assist the IAEA with its request
for worldwide mapping products, subject to certain
parameters. Steinmaus clarified that the IAEA is requesting
SRTM Level 2 (30m) data, and not SRTM Level 1 data as she
mistakenly originally requested. As noted in reftel, SRTM
Level 2 products are Limited Distribution and cannot be
provided on a worldwide basis. Steinmaus specified the
following countries of prioritized interest:

3. (C) Per reftel, NGA needs written assurance, such as an
information security plan, that the data will not/not be
stored on servers accessible to the general public before it
can provide any SRTM Level 2 data to the IAEA. To fulfill
this requirement, Steinmaus provided the following written
response to the Mission. "This data will be used on the
Agency's secure, air-gapped SIAU server, which has no
connection to any other server (no public access). The
intended use of this data is for internal processing
(orthorectification) of remote sensing data and in support of
derived products which use the data as underlying background
information (i.e. 3D perspectives and fly-throughs). Any
imagery products derived from this data will be treated as
safeguards confidential." (Mission Comment: Safeguards
confidential information is considered restricted and is not
shared with member states.)


4. (C) With regards to worldwide VMAP Level 0 data, the IAEA
would very much appreciate obtaining the 4-CD set for $106 as
indicated in reftel. Steinmaus requested USSP support in
purchasing this set on the Agency's behalf under USSP task
D1477.
