REASONS 1.4 (B) AND (D)

1. (U) This is an action request. Please see para 5.

2. (S) Msnoff met with Acting Head of the Satellite Imagery
Analysis Unit's (SIAU),Karen Steinmaus (AMCIT) on March 16
to deliver reftel points. Steinmaus appreciated the U.S.
response and provided additional clarity on the IAEA's
interests with regards to Shuttle Radar Topography Mission
(SRTM) and VMAP products, subject to cost and availability,
on April 15.

3. (S) The IAEA requests worldwide coverage of SRTM Level 1
(30m) data. Using SRTM Level 3 (90m) data as an example, the
data is available from the NASA site downloadable via a NASA
ftp server. The IAEA requests a similar procedure, to enable
downloading of the compressed SRTM Level 1 tiles from an ftp
site. If prioritization is needed (and assuming that the
organization of the data is similar to NASA site,
http://www2.jpl.nasa.gov/srtm/),then the IAEA would request
the EURASIA and SOUTH AMERICA regions. The IAEA would prefer
the data be delivered USGS DEM or the DTED format.

4. (S) Similarly with VMAP Level 0, the IAEA requests
coverage for the EURASIA region and requests this include all
feature classes available (e.g. ELEV, TRANS, UTIL, etc.).
The IAEA requests this data in ArcGIS shapefiles (shp).

5. (S) Action Request: Pursuant to U.S. policy in support of
strong, appropriate IAEA safeguards analytic capabilities, we
would appreciate a response to Steinmaus' requests as
indicated in paras 3 and 4. Mission also requests
consideration, subject to anticipated costs, of funding the
imagery mapping products through the U.S. Support Program to
safeguards. Gabriela Fernandez (IAEA section, 43 1 31339
4823, FernandezGA@state.sgov.gov) is the Mission's POC for
this activity.
