1. (U) Embassy Tokyo Political Officer delivered "Human
Rights Commitments and Pledges" and Diplomatic Note No. 0217
officially informing Japan of the candidacy of the United
States for the UN Human Rights Council (HRC) to Deputy
Director Seitoku Kawakami of MOFA's Human Rights and
Humanitarian Affairs Division. Mr. Kawakami reiterated
Japan's support for the candidacy and of the principles
enunciated in the Human Rights Pledge.
