1. (C) Embassy Tokyo shared with MOFA reftel points and
advised that Embassies in addressee capitals would be seeking
to coordinate delivery with Japanese counterparts. With
regard to the amount Japan is preparing to commit at the
conference, negotiations between MOFA and the Ministry of
Finance (MOF) are ongoing, reported MOFA Southwest Asia
Division Principal Deputy Director Aya Yoshida. According to
Yoshida, Japan has taken note of our desire that the GOJ make
a donation as "similarly generous" as ours, but that USD 1
billion is a huge amount that is way above and beyond
anything Japan has contributed to Pakistan in the past. That
said, International Cooperation Bureau Director General
Kitera has been working hard with his counterpart at MOF,
International Affairs Bureau Director General Tamaki, and
Yoshida is fairly confident that "a decent amount" that is
"similarly generous" to the U.S. contribution will be
announced. The final decision will be made at the "highest
level," she said.
2. (C) With regard to high-level telephone follow-up with
Japan if needed, Yoshida recommends that either Vice Minister
Yabunaka or Deputy Minister for Political Affairs Sasae be
contacted, rather than Special Representative Yoshikawa, who
is still wrapping up his assignment as Ambassador to Madrid.
