demarche to Deputy Director Toshimune Saigusa of MOFA's Human
Rights and Humanitarian Affairs Division. Saigusa said,
"Japan is carefully considering this resolution. We will
either vote no or abstain." But, added Saigusa, Japan has
not yet made a final decision on which of those two options
it will choose.
