1. (C) Embassy shared reftel points with MOFA First Middle
East Division Principal Deputy Director Akihiro Tsuji who
advises that Japan's delegation to the March 2 Sharm
al-Sheikh conference will be led by State Secretary for
Foreign Affairs Shintaro Ito, and that Japan will pledge 19.5
billion yen (approximately USD 200 million.) This will be in
addition to already-extended emergency assistance to Gaza in
the amount of USD 10 million.
2. (C) Tsuji noted that the main purpose of these funds will
be to strengthen the Palestinian Authority and to lead to the
eventual creation of a Palestinian state that encompasses
both the West Bank and Gaza. Accordingly, the funds
contributed are not solely for the reconstruction of Gaza.
The breakdown of how these funds will be disbursed and
through which organizations has yet to be determined, but
money will not be given to Hamas to control.
