1. LEAD STORIES: All Tuesday morning papers gave top
play to Prime Minister Hatoyama's announcement on
Monday of his decision on such issues as child
allowances and provisional gasoline tax rates.

2. "Iranian Official Expresses Confrontational
Position" Carrying a one-on-one interview with
Secretary of the Iranian Supreme National Security
Council Saeed Jalili on Monday in Tokyo, during which
he rejected an IAEA proposal to transfer low-enriched
uranium out of Iran, the moderate Yomiuri wrote in an
accompanying article (12/22): "Secretary Jalili clearly
stated that Iran rejects the IAEA proposal supported by
the U.S., UK, and France. He openly demonstrated
Tehran's confrontational position of ignoring the year-
end deadline set by the U.S. and European nations and
firmly persisting in its nuclear development. It is
becoming increasingly difficult to achieve a
breakthrough in the Iranian nuclear issue."
