1. LEAD STORIES: Several Monday morning papers led with
the results of their respective weekend opinion polls
that showed sharp drops in public support for the
Hatoyama administration.


2. "World Should Swiftly Restart Negotiations toward
Settlement Next Year" The liberal Asahi editorialized
(12/20): "We should not stop here.... Diplomatic
efforts by state leaders to 'avert a breakdown in the
talks' produced results.... The nations must restart
their negotiations at an early date based on the
lessons learned from COP15. They need to create a
legally binding international framework within a year."


3. "'Accord without Obligations' Dangerous" The liberal
Mainichi stated in an editorial (12/20): "The COP15
meeting failed to adopt a 'Copenhagen Agreement.' This
is a very regrettable outcome because the meeting was
an important turning point in drawing up a plan for the
earth in the post-Kyoto Protocol era beyond 2012.... It
is necessary for the nations to persist with
negotiations."


4. "Weak Promise Should Be Developed into Firm
Agreement" The business-oriented Nikkei wrote in an
editorial (12/20): "This is a weak promise.... However,
using this promise as a starting point, we must
establish a new international system that requires all
major greenhouse gas emitters to reduce their
emissions."
