1. (SBU) As requested in ref, Econoff contacted the Ministry
of Foreign Affairs (MOFA) regarding the appropriate points of
contact for NPT-related matters February 2. Arms Control and
Disarmament Division Deputy Director Shigeru Umetsu confirmed
his office has the lead for NPT matters, in coordination with
the Non-Proliferation, Science, and Nuclear Energy Division.

2. (SBU) Umetsu noted he is required to receive managerial
approval before he can establish any direct
capital-to-capital working level relationship. He agreed to
provide contact information for the respective staff members
in his office and in the Non-Proliferation, Science, and
Nuclear Energy Division as soon as he received such approval.


3. (SBU) Econoff also passed the NPT-related questions
contained in reftel to Umetsu, who agreed to review them.
Post will relay substantive responses as soon as they become
available.
