1. (SBU) Nuclear Energy Attach and econoff delivered
demarche points contained in ref to Ministry of Foreign
Affairs (MOFA) International Nuclear Cooperation Division
Principle Deputy Director Zentaro Naganuma, Deputy Director
Shouichi Nagayoshi, and Staffer Junko Horibe October 16.
Referencing the proposed changes to the Global Nuclear Energy
Partnership (GNEP),Naganuma said promotion of
nonproliferation in parallel with nuclear power is a key
interest of Japan's, and the GOJ wants to continue to work in
close cooperation with the United States. However, Naganuma
said comments made by Japanese GNEP Vice Chair, Cabinet
Office Deputy Director General for Science, Technology and
Innovation Policy Naoki Kajita, during the October 15th
teleconference among the GNEP Vice Chairs, represents the
official position of the GOJ and MOFA had nothing to add.
Naganuma noted Kajita's comments will be provided to the USG
by Japan's Embassy in Washington.



2. (SBU) MOFA officials stated that regarding the U.S.
proposal to replace the GNEP Statement of Principle with a
Mission Statement, their earlier decision to sign the
Statement of Principles had been made upon close consultation
with other relevant Ministries, and they would need some time
to consider the new idea. Naganuma expressed appreciation
for recent discussions with U.S. DOE DAS Ed McGinnis and DOS
DAS Elliot Kang, which he described as very helpful to MOFA's
understanding of the USG's goals on this issue. He agreed to
forward the proposal to other ministries for review, but
noted with some concern that the GOJ had just received these
changes in the week prior to the Executive Committee meeting.



3. (SBU) MOFA Officials stated that International Nuclear
Cooperation Division Director, Tsutumo Arai, Atomic Energy
Commission Chairman Shunsuke Kondo and possibly a Cabinet
Office Parliamentary Secretary will attend the October 23rd
GNEP Executive Committee meeting in Beijing.
