1. (SBU) Econoff delivered the invitation contained reftel
to Ministry of Foreign Affairs (MOFA) Arms Control and
Disarmament Division Deputy Director Shigeru Umetsu September
22, concerning a Comprehensive Test Ban Treaty (CTBT)
informal meeting. Umetsu told econoff later in the day that
MOFA has sent instructions to Japan's delegation in New York,
directing it to inform the U.S. delegation of Japan's
interest in participating in the informal meeting, in
addition to a bilateral meeting with U.S. Head of Delegation
Tauscher.
2. (U) The government of Japan is on holiday thorugh
Wednesday, September 23. Post stands ready to assist, but
please also directly engage Japan's delegation in New York to
ensure the fullest Japanese participation.
