1. (U) Representatives of the Japanese Trade Union Confederation
(RENGO),the Japan Congress Against Atomic and Hydrogen Bombs
(GENSUIKIN) and the National Council for Peace and against Nuclear
Weapons (KAKKIN) met EMIN July 2 to deliver a letter to President
Obama signed by the heads of their delegations, appreciating the
President's Prague speech and urging him to take the initiative on
disarmament. They also noted the letter's invitation for him to
visit Hiroshima or Nagasaki.

Dear Mr. President:

RE: Toward the Abolition of Nuclear Weapons


1. On April 5, in Prague, you gave a speech on a world without
nuclear weapons. Our three organizations - the Japanese Trade Union
Confederation (JTUC-RENGO),Japan Congress Against A- and H-Bombs
(GENSUIKIN) and the National Council for Peace and Against Nuclear
Weapons (KAKKIN) - are working together toward the abolition of
nuclear weapons and achievement of everlasting world peace. We
strongly support your clear declaration of your intention to pursue
a concrete path toward a peaceful and safe "world without nuclear
arms."


2. We particularly welcome your clear statements that you would
like to recommence negotiations on a successor treaty to Strategic
Arms Reduction Treaty (START 1) within the year and the early
ratification of the Comprehensive Nuclear-Test-Ban Treaty (CTBT),
and the launch of negotiations on the Fissile Material Cut-off
Treaty (FMCT),as well as your call for a global summit on nuclear
security.


3. In anticipation of the achievement of a world without nuclear
weapons under your leadership, our three organizations have strong
hopes to see, in addition to the strengthening of the international
solidarity, the early ratification of the CTBT at the 2010 CTBT
Review Conference as agreed upon on at the 2000 NPT Review
Conference; the immediate launch of negotiations on the FMCT, and
the formation of a consensus regarding a feasible process of nuclear
disarmament and nonproliferation including a clear commitment by the
nuclear powers for the elimination of nuclear arms.

Partly to encourage this process, we urge you to personally visit
Hiroshima and Nagasaki, which suffered from attacks with nuclear
weapons.


4. Also, in regard to North Korea, which conducted a nuclear test
on May 25, we call on you to demand the full implementation of its
return to the NPT and IAEA safeguards at an early date, as pledged
in the Joint Resolution (September 19, 2005) at the fourth session
of the Six Party Talks, and to urge North Korea, as a member of the
United Nations, to sincerely execute international agreements.

We look forward to your efforts for the achievement of the
elimination of nuclear arms and the achievement of everlasting world
peace.
