1. (U) Message contains an action request. Please see

2. (U) Econoff accompanied Dutch Embassy First Secretary
(Political) Onny Jalink and Russian Embassy Second Secretary
(Political) Andrey Savinov to meet with the MOFA
International Nuclear Energy Cooperation Division Deputy
Director Shoichi Nagayoshi January 16. Jalink delivered the
demarche points contained in ref A regarding the Netherlands'
hosting of the upcoming Global Initiative Plenary. As
instructed, Econoff and Savinov, as representatives of the
co-chairs of the Global Initiative, voiced support for the
upcoming meeting, encouraged Japanese participation, and
addressed follow-on questions.


3. (U) Nagayoshi expressed appreciation for the invitation,
and reiterated the GOJ's support for the Global Initiative,
noting Japan was the first government to have signed on. He
said the GOJ had begun considering whom to send, and
speculated the delegation would remain at the same level as
in the past. If so it would include the new Disarmament,
Non-proliferation, and Science Department Director-General
Toshio Sano, and the Director of the International Nuclear
Energy Cooperation Division Tsutomu Arai.


4. (SBU) Nagayoshi also raised the issue of possible Japanese
presentations at the Plenary, referring to reftel B
discussion of a presentation by the Tokyo Metropolitan
Government (TMG). He said while the Cabinet Office was
supposed to have coordinated with the TMG on the subject of
the exercise, it had not really done so. Nevertheless, MOFA
was ready to convey and or coordinate an invitation to the
TMG as needed. In addition, he said the Yokohama municipal
government will be carrying out a good exercise on a related
topic, which might be worth a presentation at a future
meeting.


5. (SBU) Post would appreciate any updates on ref B
discussion to have Tokyo Metropolitan Government present at
the 5th Plenary Meeting, and guidance on delivering an
invitation, including whether that invitation should come
from the Netherlands as host.
