1. (SBU) Japan supports open discussions of fuel bank
proposals at the upcoming International Atomic Energy Agency
(IAEA) Board of Governors meeting. Energy Attach and
Econoff delivered demarche points contained in ref June 8 to
Ministry of Foreign Affairs (MOFA) Non-Proliferation, Science
and Nuclear Energy Division, Principal Deputy, Naoto Nakahara
and Special Assistant for Nuclear Issues, Toshio Kaneko.
2. (SBU) Nakahara said the GOJ supports open and frank
discussion of fuel bank proposals at the forthcoming IAEA
Board of Governors meeting. He noted the GOJ believes fuel
assurances would strengthen the nonproliferation regime. He
further stated the GOJ understands the importance the U.S.
places on this issue. After conveying Japan's support,
Nakahara noted a number of countries oppose fuel bank
discussions at the Board of Governors meeting and asked about
the USG approach to dealing with these governments'
misgivings/opposition.
3. (U) Action Request: Embassy would appreciate further
points for responding to Nakahara's inquiry.
