SUBJECT: TOKYO MEDIA REACTION - PRESIDENTIAL SPEECH IN CAIRO AND
U.S.-CHINA RELATIONS

1. LEAD STORIES: Most Monday morning papers front-paged Secretary of
State Clinton's remarks on North Korea during an ABC interview on
Sunday.

2. "Moderates Should Be Involved" The conservative Sankei
editorialized (6/7): "... Efforts to remove anti-U.S. sentiment
among the Muslims and win over moderates are necessary to solve the
foreign policy problems the U.S. faces, including Middle East peace,
the war on terrorism, and Iran. We hope that President Obama's
speech will be effective as a foothold for heading in that
direction... However, in reality speeches and dialogue alone will
not be enough to resolve the complicated conflict of interests among
nations in the Middle East... Strong bargaining power, which adds
effective countermeasures to practical policies, is essential for
resolving issues such as the Iranian nuclear problem.... It will be
necessary [for President Obama] to bear firmly in mind that he will
not be able to restore trust in U.S. foreign policy if he fails to
underpin [his words] by actions and policies based on the spirit of
his speech."

3. "U.S.' Weakness of Depending on China's Money" The moderate
Yomiuri contended in an editorial (6/8): "If China stops buying U.S.
Treasury bonds, the U.S. will not be able to secure its necessary
funding. Under the current situation, the U.S. is forced to take a
modest attitude because of this weakness... The U.S. and China will
hold their first strategic economic dialogue in Washington next
month. As their interdependence deepens, the two nations must seek a
path toward overcoming the worldwide recession while maintaining a
delicate balance over U.S. Treasury bonds. The need for their
coordination continues to grow."
