1. (SBU) Japan "totally agrees" with the U.S. opposition to
the draft outcome document the President of the General
Assembly (PGA) distributed in preparation for the U.N.
Conference on the World Financial and Economic Crisis and its
Impact on Development. Ministry of Foreign Affairs
International Cooperation Bureau official Shinsuke Okawa,
reacting to the nonpaper contained in ref, said Japan was
surprised by the sudden manner with which the PGA circulated
its draft and agreed the draft did not conform to the
co-facilitators' document and the modalities agreed to in
March 2009.


2. (SBU) Okawa said the GOJ reviewed a May 19 revised draft
outcome document that the UN circulated which attempts to
reconcile the PGA's draft and the co-facilitator's document.
However, the revised draft still has significant problems,
including reference to creating a Global Economic Council and
seven ministerial level bodies to handle economic issues.
Okawa questioned whether a consensus could develop in the
short time remaining before the June 1 conference.


3. (SBU) Okawa added the UK Embassy in Tokyo delivered a
similar demarche to MOFA the week of May 11 and that Japan's
position is consistent with that of Canada, Australia, and
New Zealand. Okawa said MOFA Parliamentary Vice Minister
Nobuhide Minorikawa will likely lead Japan's delegation to
the conference. Minorikawa also led the Japanese delegation
to the Financing for Development Review Conference in Doha.
ZUMWALT
