1. LEAD STORIES: All Tuesday morning papers gave top play to DPJ
President Ozawa's announcement on Monday of his intention to step
down as party leader.


2. "Mutual Distrust between U.S. and Afghanistan" The moderate
Yomiuri wrote from Washington (4/12): "Regarding the U.S. air raids
in Afghanistan earlier this month that caused a number of civilian
casualties, there is growing concern over a discord between the
Obama administration and the Karzai administration over the two
nations' anti-terrorism operations. While President Karzai increases
his criticism of the U.S., trust in President Karzai within the U.S.
administration is declining. The Obama administration is already
facing a difficult challenge for its comprehensive strategy for
stabilizing the situation in Afghanistan and Pakistan."
