1. (S) Emboff delivered nonpaper contained in ref A to Takao
Shishikura, Director, Office of International Affairs for
Security Export Control, and Atsushi Tanizawa, Deputy
Director, Security Export Control Policy Division, Ministry
of Economy, Trade and Industry (METI) May 1. Shishikura said
his office would look into the matter.


2. (S) Tanizawa then followed up with Emboffs the evening of
May 1 to relay that Mitsui Bussan identified the end users as:

3. (S) Tanizawa said Mitsui was aware the end users were
Iranian and had looked further into the transaction. As a
result of its more detailed review of the sale, Tanizawa said
Mitsui understands the material will be used in the
manufacture of bedding. He requested at 9:30 p.m. May 1 that
if there were further information the USG had regarding the
companies or the end-use of the product, that the USG pass it
as quickly as possible to METI. (NOTE: the shipment was
scheduled to be unloaded May 2 in Iran. END NOTE.)


4. (S) Emboff relayed this information to ISN via EAP/J. ISN
advised May 1 it had no further information or action request
(ref B).
