1. (U) On May 18, 2009, Post's Emergency Action Committee (EAC)
was convened to discuss Reftel regarding the U.S. position
concerning unreleased detainee photographs, and Post's response
to any potential local reaction. EAC participants included CG,
CONS, RSO, DEA, DHS-ICE, MGT, PAO, CLO, and OBO.
2. (SBU) EAC members indicated that from their local knowledge
they do not anticipate adverse local reaction concerning
unreleased detainee photographs. EAC members have received no
information from GOM police or intelligence sources indicating
an increased threat against U.S. citizens or U.S. interests
within Tijuana's Consular District. The EAC concluded that
Post's security posture is appropriate for the situation, and
PAO has media guidance from Reftel.
3. (U) Tijuana's EAC will continue to monitor the security
situation in Tijuana. All members will remain in close contact
with their local U.S. and Mexican contacts regarding any new
