SAFEGUARD REVIEW
Ref: STATE 21473
ECONOFF delivered reftel points to Timor El-Dardiry, the officer
responsible for Asian Development Bank (ADB) issues in the
Department for the UN and International Financial Institutions at
the Dutch Ministry of Foreign Affairs. El-Dardiry explained that
the Dutch maintain the same position as that of other European
shareholders, namely that the current wording of the Safeguard
Policy as proposed by ADB management should be maintained.
Specifically, the Dutch want to maintain the current language of
"free, prior, and informed consent," rather than "free, prior, and
informed consultation."
